Quick material question

Just a quick question about a building material. I have seen this type of material in a lot of hi-tech mini-game style levels. It looks neon and it has glowing cracks in the pattern. Does anyone know what I'm talking about? If so, where do I get it?

It's one of three colored neon materials, it's from the Metal Gear Solid (http://www.littlebigplanet.com/en-us/game_guide/ps3/downloadable_content/metal_gear_solid_level_kit/) level pack.
