Text Overlay? (Beta Help)

How do people make those strips of white text in black strips appear at the bottom or top of a screen with instructions? I've seen that in several places, but the only thing I've been able to do is a magic mouth (black text in whit bubble) or a note (black text in yellow bubble)...
