Ok, I was thinking that the water could be in your functions menu, it would act like a material but it wouldn't be one, as you would be able to select the shape.
Now in the tweak menu you would have many more possibilities:
1. Color
2. Mucky - Crystal Clear
3. No Waves - Tidal Waves
4. Freezing - Normal - Boiling
5. Able to swim in? (Able to swim or you die when jump in)

Ok, now the best part, it will have it's own emitter, it will be in the menu with the other emitter, with this, you will be able to choose everything above except shape of course, you will still be able to choose how big it is, but it also comes with another small tweak, the ability to make it faster.

Now, because you would have all of this water in your level, you also have to have to have where it disappears, thats where all of the sponge in our menu comes in handy, when any amount of water hits the sponge it goes away on contact, or instead of using sponge, you could just choose a point in the level where it just disappears in thin air.

So what do you think?

Sponge shrinking water?
Why didn't anyone think of that before?!
D'oh! This is what I get for forgetting simple facts.

The bit about dying when jumping in it is a bit iffy, as people would jump in it not even knowing. There's no way of knowing at all, though this is the only potential issue that I can see.
