I want a vector editing tool tha lets you pick two vector points and dynamically bend arcs/curves using a customizable range of intermediary vectors. (The perfect tool to come in a Dr Seuss Level Pack DLC)

I don't understand, what are you wanting to edit? Is this for painting? Materials? the bendy-rail? etc. we already have it on the bendy rail.

Sounds like it's for material. So select two points (A and B) similarly to selecting points in the corner editor and then have a dragable point in the middle (C) to be able to pull a user defined number of points (between A and B) out of shape which roughly follow where you move C to.

Precisely. That's it exactly. Only it doesn't have to be the exact center you grab. Whichever one of the selected number of vector points you grab would be the extreme edge of the curve, tho the center or close to it would be optimal.

Vectors = thermo hog, maybe if this tool were to be implemented, you could choose density, like the photoshop puppet warp :)

The thermo that plagued the PS3 apparently is not as bothersome to the PS4, because create mode doesn't have a thermometer if you look at the beta footage from game shows. Also, I was thinking of this, which is why I said the number of vectors could scale up or down to suit your needs and give you a way to deal with thermo lag.

It would save so much of the time that people spend messing around in the corner editor. A limit of points within a certain space could be programmed into the tool, so that the high polycount wouldn't crash the game.
