Creating is easier on the PS3 IMO
I wish I had that much plays ... Then again, I have no levels to get plays on, yet. I have something in the makings, but creating is more difficult on ps3.
Man... I have no idea how but my "Build Your Own Ice Cream Level" kinda blew up... It has 2,000 Plays and counting... A few weeks ago it had 1,000 D:

You can't, only one person can have the 99,9% You'll be stuck up with 99,8% as long as I'm the most active, lol.
