Well I can't personally say that I've ever said Hooray! and meant it, but still, it's okat to steal other language's phrases if they're better ^_^
No, he doesn't say it too often, but we make him do it if we're bored. But yes, it's a common Japanese phrase. Sorta of like Hooray! in English.
