I was thinking of writing in Python with pygame/SDL to begin with, since I'm finding it a good way to learn.

From there I would have to research more, but C# with XNA looks good.

You don't need a game engine per se. I think especially for a 2D game you want as much control to do what you want as possible. Unity, Unreal, CryEngine, etc, might be good for big studio games and teams of people but I don't know, I would have to look into it more.

How I'd envision that working is you would prepare all the sprites and tilesets used for characters, levels, backgrounds, effects, fonts, etc. I would send you the source file(s) and you would edit them to include whatever sprites/tiles you had made, so some coding would be involved.

For instance, to add images to Sonic running forward you might have to add the filenames to a list like this:

("sRun1.bmp", "sRun2.bmp", "sRun3.bmp", "sRun4.bmp", "sRun5.bmp", "sRun6.bmp", "sRun7.bmp", "sRun8.bmp")

To edit a level you may have to open a seperate text file and edit what looks like this, with each number representing a different tile:

I haven't been going in since last week as I had spare annual leave and they refused to carry over any pay from that when I leave officially at the end of the month.

You're right that we need to follow our dreams now before it's too late. I think it'd be best if we worked independently at first on coding projects until we felt comfortable tackling a game like that together.
