Do exactly what he's doing. You will have tons of levels to review, set up your own review thread, make your own rules, you can even close it when you feel like you have too much. Make it so active members are first priority, to encourage new users to become active.

Seriously, you have a knack for reviewing levels after I saw the one you left for hamsalad. Very long and impressive. You'll just need to add scores of some sort when you open up your own review thread. If that's what you want to do. I'd go for it though!

I don't know, I'm already in the Spotlight Crew, and we basically review levels to find the best ones. So I guess we already have one? If you mean just a Review Crew for basic levels and new levels. Then I guess so, or what you guys should be is the F4F Review Crew. So you go around and ONLY review levels that have the Feedback4Feedback system. That way you guys encourage people to use the system. I don't know just an idea.
