Alright, heres my solution.

You hook up 2 different grab switches. The first is set to directional. This one moves a piston and key block rightward when the block is grabbed. When it moves rightward enough, it will activate a key switch, this key switch would activate the constant paintball fire. The second switch is set to inverted and 1 shot, and hooked up to an emitter. When the player is not grabbing the block (ie: when they let go), the emitter will be triggered. The emitter emits another colored key in a specific position while the piston is not extended. This position is right above where another key switch is waiting, this key switch would be activating the rockets. If a player grabs the block fast, and lets go, a key switch will be emitted, activating this rocket switch. If a player holds on, the piston will move right and activate the paint guns. If a player holds on, then lets go, the key switch will emit, but not in the right position where it would also shoot a rocket. Timings and lengths would have to be tweaked to get it right, but the logic is sound (pardon the pun).
