There's a pretty cool free game on the DSi marketplace. I've had it for a while and have only released how resourceful it it. It isn't as good as planning levels out on paper becasue of a small screen but at least you're doing the environment a favor. You can't really detail it well, unless you're a really good artist, but it's good for rough level plans.
