The video I posted has exactly what you were talking about in the video you posted.
And I doubt that's turning off the black bars in a cutscene, I just think that it's coming out of a cutscene that has the black bars (for both of them).
Is it me or a quick-time events one of the lamest video-game mechanics ever invented?
As for the custscene cameras, I have this idea in the back of my head that you can remove the black bars, but it's only a vague thought and could just be wishful thinking rather than anything that just happened. You can definitely interact with the game while the cutscene is active if the creator chooses, so all in all the actual concept of a quick time event could be knocked up in a very short while. The question is... why would you want to? :p
As for the DCS being the "only planned tool", I'm pretty sure one of the versions I heard was that they started designing all these extra tools that could have been done as DLC and then at some point it became apparent that the better choice (for a number of reasons) was to bundle it all up into one package.... Who knows? It may well have been one of the first things they started on, but I can't imagine they had the concept of a sequel set in stone when all they had was the DCS and no other ideas...
I saw the option in a video somewhere. I've done some digging and I can't find it again, but I'm sure that you can.
I concur, the QTE is a really lame cop-out for actual action sequences.

I like Quick Time Events. I dont see what everyone has against it.

The whole point of cutscenes is that they are non-interactive. I have the primary gameplay for being interactive, generally well rounded and sophisticated game play, not PRESS X X X X X X X X X NNNNAAAAOOOOO OR YOU DIIIIEEEEEE.

Over-Use? What in the world are you talking about? I don't know how you can over-use DCS. THIS is LBP2, kid. It's not even OUT yet. Unless your idea of over-use has something to do with Bomb Survival then i don't know what you're talking about.
It CAN'T be overused. It's a useful tool, it's not an annoying tool.
Abso-frekin-lutely! I hate QTE's. The only ones I've ever enjoyed are in the recent Tomb Raider games, and that was only because I liked getting each one wrong to see the hilarious deaths. After I was done with that, they were back to being annoying. My all time most hated QTE's are the ones in MGS Peace Walker because they're unannounced. You're just chilling and watching a cutscene like so many others and all of a sudden a button appears on screen. They always caught me off guard and I'd get at least one failure just because I wasn't expecting to have to do anything.
Now what you could do is have a dialog tree using a QTE type setup. I believe Mass Effect worked like that: at any time you could interrupt the AI character with your own dialog. That looked awesome to me, though I must admit I never played the game so I dunno' how well it actually worked. Another thing that could be fun is cutscenes that are actually interactive. Instead of "Press X or instant fail," maybe something like a reticule you can aim for shooting or detective viewing (pop up a close up view and description of the object in question). It could be optional so that those who'd rather just watch can do so, and those who are busy bodies can have something to do.
Or you could have a cutscene play out in a particular way by default but the player can affect it with their actions. Example: remember in MGS4, during the cutscene when Snake meets up with Big Mama, you could go into first person view and see the little spybots that had followed you. Wouldn't it be cool if you could look around during cutscenes, spot the spybots (with the previously mentioned detective vision) and have it actually affect the outcome? You spot them and your character yells "Get down!" and starts shooting, which could transition back to a regular gameplay segment or could function with the cutscene reticule/shooting I mentioned before.
In short, QTE's suck, but if they're done well and creatively, they could resemble actual gameplay and be fun to play. ****, reading that stuff again, it sounds like a pretty fun game: I would all over a game with cutscenes you actually participate in and dialog trees where you can rudely cut off the other guys.
