Yeah well everyone els has the material. They even have it on there My Earth.
This material doesn't exist, unfortunately... I wish it did, though. I, for one, had to use Light Matter and lots of Blue Cube stickers to make an ocean on my Earth.

Are you sure you're not mistaken with the Freaky clouds material, which looks "kinda" like those jelly ones, but that you can set to any color...?
I'm quite shur, i looked this sites LBP2 sponge material list and it listed and showed a Jelly-Blue material along side the Jelly-Lime Orange and Strawberry.
Well not sure what list you are talking about, but on LBPCwiki, there's only those 3 jelly materials :

Pixelate is in full metal rabbit. I don't have the strategy guide in front of me, so I can't tell you the exact location, but it is in Full Metal Rabbit :)
