1. because they are not travelling to your home voluntarily... they are getting stranded there by nether portal (as underworld portals are not created for each on the surface and do not return you to the original overworld portal unless it is the original one created) Essentially you enforcing this land rule is the same as punishing a person that has been taken hostage rather than the person who orchastrated it all. If you don't want people in your home then move your nether portal out of it.
2. I did not build my tree city to be public, I built it for me alone... but that doesn't mean that it isn't public as I did not own the territory to begin with and therefore have no more claim over it than everyone else... I will act if someone alters my city without my permission as I put work into it... but not simply in reaction to their presense there.
secondly... I originally built the city in the sky... so it's technically not taking up any land... except for a small box (6 blocks squared) at the base when I converted it into a tree...
3. well if they portal into your house / land and then have their movement disabled... you're not going to get rid of them very fast... why not just let them leave? or what's to stop someone using that command on your land and disabling you?
@Nys, yes that's my city, and yes it has a nether portal (like every other residence on the server), feel free to come up and visit... if we're both online at the same time someday, I'll even give you the obsidian you'll need to cover the cost of a portal... or anyother resource you might need (If I can spare it).
