Of course, there is the chance he is mafia and hasn't participated in the thread, hoping to slip under the radar. But it seems unlikely since:
a- we killed an unactive member in the very first round. That would convince any mobster not to use this tactic;
b- it sounds like it'd take the fun out of the game.
We shouldn't throw people under the bus for not participating. We lose if our numbers become lesser than the mafia's. Our chances of winning this war dwindle with every civilian we lose, so every single one counts. Also, keep in mind that Protoraptor might start participating in the future.
Another point I'd like to make: don't jump on bandwagons "just 'cause". If such a bandwagon is targeting someone innocent, it's the perfect opportunity for the mafia to make sure that person gets killed without raising suspicion.
Think about it: someone gets one or two votes. The mafiosos know that person is innocent, so they all vote on him too, without even expressing a good reason for doing so. Before we know it, the herd mentality sets in and a bandwagon is formed. Most people start voting on that person. And if the poor guy ends up being killed, who gets the blame and the suspicion that comes with it? Not a mafioso, that's for sure.
Explain your suspicions when voting for someone, and distrust those who don't do the same.
