I think it allows you to take a psp game with local multiplayer and play its multiplayer online via the PS3.

Do these only work on the user that paid for them? Because my dad's set a spending limit on my account so I can't buy anything, so I bought it on his account, and it's an option for him, but when I look it's not there

No, I totally agree. I'd like a LBP avatar (all free ones suck), and sure, it's not a lot of money. But it's pure money grabbing to have to pay for a tiny picture that costs absolutely nothing to make. At least for LBP costumes they have to do some 3D modelling, I can see how that would need to cost something.

Wish they'd let us export images from LBP to use as an avatar. For free.
