Hey Fabio,
I don't think that there should be a limitation for children under 4 years because there is an educational message in your level: always brush your teeth carefully or you will be visited by sackpeople and they will shoot your teeth out of your mouth! :P And I think the earlier kids are getting this message the less visits of the dentist will be necessary! (Poor dentists!)
