My router and my PS3 don't really get along, so I've had to download the System Update onto a USB and install it from there.
I was wondering is there any official place I can download the newest LBP2 update?

nope, putting the disc into an internet enabled ps3 is the only way.

the only other way would be to take your PS3 to a friends house and use that to update LBP2
